This person is parking in a handicap spot and then walking clear to another building taking the one handicap spot at this building. I believe the person is borrowing someone else’s handicap permit to avoid paying for a university parking permit. This person was informed that they could use handicap spots at the building they are walking to, but they are not. This leads me and some others to believe this person doesn’t want to have their classmates or coworkers see them using a handicap placard fraudulently for better/free parking.
