This morning, as I was pulling out of Harris Teeter, I observed a woman and child, parking in a handicapped spot at Harris Teeter without a Handicapped Placard. This woman even left her car running - which is also illegal. A woman who parked next to her, told her she should have a placard to park there and the woman replied “you should stop judging people.”
