There is a young male who purposely half blocks the handicap parking space so that the lady who lives in the apartment can’t fit her car where there is on street parking only. He places a handicap placard in the window to make him legal to half take up the space. I saw him laughing at her to make her have to walk in her disabled condition. His behavior seems to be of vengeful punishment towards handicapped individuals, so he makes it to where they can’t park there. He parks here daily. Has a handicap placard which I believe to be either fraudulent or someone else’s. I believe he is a UC college student.
