This Ford F150 FX4 with a VERY ABLED BODIED Individual Parked Over and Blocked in THREE (3) Handicapped Spaces and over a Crosshash Egress for 30 to 45 Minutes in order to Unload a Liquid Fertilizing Vehicle. This happened RIGHT IN FRONT of a California Highway Patrol Car that did NOTHING to stop them.
