The offense is located in a gated apartment complex in the City of Barstow. Multiple residence including the one in the photo have continuously abuse the Handicap parking spot until the present date. These vehicles do NOT have a Handicap plates nor a handicap placards. Since its a gated complex, local law enforcement do NOT patrol the area and cite vehicles involve. The violators are local residence of the apartment complex and uses the handicap parking spot as their personal parking area, knowing the management will not enforce the rules and laws. I address these issues to the local management and their headquarter Investment Concepts (below) multi-times, They ignore my concerns and did NOT take any form of action.
