The person is not disabled in any way yet he has a placard. He storms running up and down his steps and has harassed multiple of my residents if they park anywhere near him as he is overprotective of his vehicles and doesn't want them scratched. I have had more than 4 -5 residents complain that he walks shirtless and reeks of marijuana. He just sits in the handicapped spot in his multiple cars all day hoarding them as he doesn't seem to work or ever leave. I was only able to get the plate of one of his vehicles however when I return to the office I can have my maintenance team look out for more of them. It is a fully black-tinted white SUV. Another is a gray car and the third is a run-down-looking Honda. This is a major problem and we need someone to investigate him. Thank you.
