Long time tenant young kid that lives with his mom that now has a car is parking in the handicap spaces when he knows better! And his mom should tell him especially being that she had/has a handicap issue & placard! This person is taking up a space therefore depriving other tenants with valid handicap placards to be able to park this causing them to park far away which is a big inconvenience!
