The driver of this vehicle has a placard but it is usually obscured so you can't see her picture or the placard number. She parks in the very first spot EVERYday for at least 6 months or more. She is apparently an employee in the public services building (Lonnie Hamilton III). She fast walks into the building with no aid. She exited the building with her arms full of what appeared to be picture boards and RAN to her vehicle. She exits the building laughing and chatting with, I assume, her coworkers. While she takes up this spot, I've seen real handicapped persons with wheelchairs and walking canes have to park far away because people like her take spots meant for actual handicapped people. If anybody can park in these spots, why do we have placards at all? As far as I can tell, reporting someone fraudulently in a handicapped spot is like reporting a lost dog. So what!
